Python 3.8 numpy wheels

Hi All,

Thanks to the work of Matti Pincus and Matthew Brett, manylinux1 numpy wheels are now available for testing.

Any pointer on where the wheels are hosted? Don't see them on PyPI, nor on http://wheels.scipy.org/.

They are with the pre-release wheels .
