numpy/windows-wheel-builder repository

Warren Weckesser-2
It looks like the repo https://github.com/numpy/windows-wheel-builder
is defunct.  Could someone with the appropriate access privileges
merge Matti's pull request to update README.rst
(https://github.com/numpy/windows-wheel-builder/pull/7), and add a
one-line description to the main repo page that says something like
"INACTIVE - this repo is no longer maintained"?

Thanks,

Warren

Hi,

You could consider archiving the repository (bottom at the Settings
page for folks with admin access), too. That makes it ever more
visible that it's no longer maintained or in fact to be used.

Cheers,
 Brigitta

Good idea, thanks Brigitta. Done.
